Lt. Col. Terry Mullis II is Commander, Operational Support Airlift Activity (OSA-A), which is part of The Army Aviation Brigade at Davison Army Airfield, Virginia. Prior to taking command of OSA-A, he served on the Army National Guard Bureau Staff as the Chief, ARNG Aviation Division Standardization & Innovation Branch, Aviation and Safety Division. Immediately prior to this assignment he was the N/SOUTHCOM Desk Officer in the J53 International Affairs Division and the Army National Guard Aviation Division Operations and Training Deputy Branch Chief.
Lt. Col. Mullis graduated from East Carolina University and commissioned as a second lieutenant in the Army National Guard through the OCS program in August 2005, serving as an Aviation Platoon Leader in B Co, 1-130th Attack Reconnaissance Battalion, Raleigh, North Carolina. In 2009, he deployed to Basra, Iraq, in support of Operation Iraqi Freedom as an Apache Helicopter Pilot and received an Air Medal. Lt. Col. Mullis later served as the Delta Company Executive Officer before assuming command of the HHC 449th BDE. Following two and half years of HHC command, he served as the A Co. 1-130th ARB Commander and achieved the designation of pilot in command. Immediately after command, he was the Battalion Assistant S3 followed by serving as the Brigade Aviation Elements Officer in the 30th ABCT. During this time, he moved into the T-10 Active Guard and Reserve (AGR) program where he held assignments as the G8 Aviation Integrator, Aviation Weapons System Officer (HQDA G4 AV DIV), UNO OPT Deputy LOE Lead, Army National Guard Aviation Division Executive Officer, the Aviation Operations and Training Deputy Branch Chief, Security Cooperation Officer, NORTHCOM/SOUTHCOM Desk Officer in the J53 International Affairs Division in support of the State Partnership Program (SPP) and currently as the Chief, ARNG Aviation Division Standardization & Innovation Branch.
Previously as a member of the North Carolina Technician Program, Lt. Col. Mullis served as the Director of the Fort Fisher National Guard Training Center for four years, leading a staff of 19 employees, managing 12 buildings and hosting over 26,000 personnel annually.
Lt. Col. Mullis holds a Master’s Degree in Public Administration from Liberty University. He is also a graduate of the U.S. Army Aviation Officer’s Basic and Captain Career Courses, Joint Firepower Course, How the Army Runs Course, and Command and General Staff College.
