The Production Acquisition Division (PAD) contracts out video production work to commercial production companies.
Strategically designed as a hybrid office, PAD consists of Audiovisual Project Officers along with a fully dedicated contracting team, due to the unique nature of procuring commercial video productions.
Visual Information (VI) expertise for commercial video productions simply does not exist at the end user level – and it’s not economical for it to be. Accordingly, PAD’s Project Officers support readiness as force multipliers ensuring compliance by knowing and following all applicable VI regulations.
When a customer wants a video production (training, IMI, museum work, command video, scripted scenario, etc.) and either can’t get it within the military or it’s beyond the scope of what internal VI has the capability or capacity to do, PAD is your answer. PAD will advise the customer the best and most cost-effective way to meet requirements with the lowest risk.
A successful project is accomplished by a Hybrid Integrated Process Team (IPT) tailored to unique requirements. The IPT begins work once the customer identifies their communication objectives and requirements, which is referred to as the requiring activity.
Responsibility has been assigned to the Secretary of the Army to operate and maintain: “A specialized VI activity to procure productions and other VI end products from commercial sources to support the Army, and other DoD Component requirements established in resourcing agreements. (DoDI 5040.02(9)(a)(2))
AFAR 5108.91 – “(a) The Production Acquisition Division (PAD) J/G42 at United States Army Military District of Washington (USAMDW), formerly AMVID PAD, is the only multimedia and visual information acquisition activity authorized to contract for total video productions."
